If they comply with your call then accept it and refrain from attacking them, then invite them to move from their country to another country. emigrate, and tell them, if they do that then for them what is the right of the muhajirin and what is their duty is what is the duty of the muhajirin. If they refuse then tell them that they are like the bedouin muslim that Allah's law applies to them as it applies to the believers and they have no share in the fai` and spoils of war unless they fight together with the people muslim And if they refuse to convert to Islam, then ask them to pay Jizyah, if they do that, then accept them and refrain from attacking them, if they refuse, then ask for Allah's help and fight them. If you surround the inhabitants of the fort, then they want you to give them Allah's protection and His Prophet's protection, then do not give them Allah's protection and His Prophet's protection, but give them your protection, your father's protection and the protection of your friends. Because if you are wrong in providing protection for you and your fathers, that is more It is easier than if you were wrong in giving protection to Allah and His Messenger. If you surround the fortress and they want to decide (the matter) by Allah's law, then do not decide (their case) by Allah's law, but decide them by your law. Because you do not know whether you are in accordance with Allah's law regarding them or not.
