هذا كتاب في فقه الخراج وأحكامه، يبحث في معناه الشرعي وأصله في الإسلام، وبيان أول من وضعه من الخلفاء، والأرضين التي يوضع عليها الخراج والتي لا يوضع، ومقداره، وحكم تصرفات أرباب الأرض الخراجية فيها، ومصارفه الشرعية. ينتظم الكتاب في أبواب متعددة تعالج هذه المسائل استنادًا إلى ما ورد في السنة النبوية وأقوال الصحابة، مع عناية خاصة بوضع عمر بن الخطاب رضي الله عنه للخراج.
Translation
This is a book on the jurisprudence of the tax and its rulings. It examines its legal meaning and its origin in Islam, and an explanation of the first caliphs to impose it, the lands on which the tax is placed and which it is not, its amount, the ruling on the disposal of the owners of the tax land therein, and its legal disbursements. The book is organized into multiple sections that address these issues based on what was stated in the Sunnah of the Prophet and the sayings of the Companions, with special attention to Omar bin Al-Khattab’s status of tax.
